UK Immigration Policy Shocks Hong Kong Residents in Britain: BN(O) Brain Drain Threatens Tax Revenue

The Home Office's immigration white paper proposes extending the residency requirement for Indefinite Leave to Remain (ILR) from five years to 10 years. Given increased uncertainty and time costs, many British National (Overseas) holders can be expected to choose secondary migration to other countries. Among an estimated 200,000 BN(O) holders, many are specialists in information technology, finance and medicine, potentially leading to brain drain and putting tax revenue at risk.
