AI Sovereignty Under Constraint: Reconciling Grid Limits, Hyperscale Expansion, and SME Compute Access in Canada

In June 2026, Prime Minister Mark Carney announced Canada’s first AI for All national strategy, establishing a target of increasing business AI adoption from 12% to 60% by 2034 (Government of Canada, 2026). Central to the strategy are two flagship funding initiatives designed to address hyperscale dependency and Canada’s AI compute deficit: the Sovereign Compute Infrastructure Program (SCIP) and the AI Compute Access Fund (ACAF).
