Beyond the Boom: How Canada’s Over-Reliance on International Students Came Home to Roost

Canada has long been recognized as one of the top ten destinations for international students, due to its extensive post-graduate opportunities and pathways to permanent residency. Over time, post-secondary institutions have become increasingly dependent on international tuition as a core revenue source. In the 2023–2024 academic year, Statistics Canada reported that approximately 40% of Ontario universities’ revenues came from tuition, while government funding accounted for only 31% (Statistics Canada, 2025)
